Proverbs 28
This chapter keeps returning to power and money: the wicked flee when no one pursues while the righteous are bold as a lion (v.1), and a rebellious land suffers many rulers (v.2). A wicked ruler is a roaring lion over helpless people (v.15). Watch the repeated contrast between honest poverty and crooked wealth (v.6, v.11), and the promise that confessing sin, not hiding it, finds mercy (v.13).

Law-keeping versus the appetite for riches
A recurring thread sets keeping the law against the hunger for quick gain. Those who forsake the law praise the wicked (v.4); one eager to get rich will not go unpunished (v.20); the greedy stir up strife (v.25). Against this, the man who works his land has plenty (v.19) and the one who gives to the poor lacks nothing (v.27). Wealth itself is never condemned, only the grasping that breaks justice to reach it.
